Senior Director, Strategic Issues Advocacy
Serving CSPA and its members since 1995, Joe Yost leads CSPA’s Air Care Division and serves as the association’s principal liaison to the senior staff of state government regulatory agencies. Other responsibilities include addressing legal issues related to the modernization of the Toxic Substances Control Act of 1976 (TSCA), consumer product ingredient disclosure, as well as other federal legislative matters.
Additionally, Yost works in active collaboration with CSPA’s Department of Scientific Affairs on issues related to air quality, such as state and federal regulation of volatile organic compounds (VOCs).
Throughout his career at CSPA, Yost, a lobbyist and attorney, has worked on the efforts to develop, direct and implement all aspects of the industry’s negotiations on clean air regulations proposed by the U.S. Environmental Protection Agency, California Air Resources Board (CARB), the Ozone Transport Commission, the Lake Michigan Air Directors’ Consortium, individual state environmental agencies and Environment Canada. He successfully negotiated a number of key regulation provisions on behalf of CSPA’s members.
Yost holds a B.A. and M.A. in Government and Politics from the University of Maryland (College Park) and a J.D. from the University Of Baltimore School Of Law.
