CSPA and ASPA Seminar to Provide Guidance on Completing ARB Survey

Washington D.C. – The Consumer Specialty Products Association (CSPA) and the Automotive Specialty Products Alliance (ASPA) will co-host a workshop on the California Air Resources Board (ARB) 2003 Consumer and Commercial Products Survey in Chicago on September 23.

ARB officials will join industry representatives in the half-day program aimed at helping product manufacturers understand how to complete the survey and why it is important. The survey data will be used to establish new volatile organic compound (VOC) restrictions for consumer, institutional and industrial products that are required by law . These restrictions will be legally binding and will affect future product formulations .

Completing the survey is a legal requirement. The data will be used to create ARB's consumer products emissions inventory. Incomplete data could result in more stringent VOC restrictions and higher emission fees for some companies. The survey is expected to be distributed to all companies that market consumer products in California within several weeks with responses due on a yet-to-be-determined date in early 2005.

On August 18, the ARB released a preliminary draft of the product types that will be surveyed and could face VOC restrictions. Categories include: household products, office supplies, pesticides, lawn and garden products, personal care products, pet products, automotive products and many others.
