CONSUMER PRODUCT INGREDIENT DICTIONARY
CSPA is now accepting applications for ingredients to be listed in the CSPA Consumer Product
Ingredients Dictionary, which is being developed to facilitate standardized ingredient nomenclature
for use in our Voluntary Ingredient Communication initiative. More information on the initiative

The creation of the CSPA Consumer Product Ingredients Dictionary, beginning with a first edition late this year, will allow members participating in Voluntary Ingredient Communication to assure that their efforts are seen as a transparent effort to convey information consumers want while protecting proprietary information.
The downloadable forms and instructions can be used to submit applications for ingredients to be
included in the First Edition of the Dictionary. Applications can be made by suppliers of ingredients to consumer product manufacturers, or by the consumer product manufacturers themselves. An application can be filed for each chemical component intentionally used in a line of
trade name mixtures, or for each trade name mixture that may contain multiple components. In either case, CSPA will determine how to define and name the ingredients and develop ingredient monographs defining each ingredient. Monographs can include all supplier trade names. Proprietary information does not need to be provided, and ingredient monographs will note where
some ingredient information is proprietary. CSPA will generally follow nomenclature conventions
used to assign INCI Names by the Personal Care Products Council. Applications for ingredients
that already have INCI Names assigned can be submitted using a short form.
Only ingredients intentionally added to consumer products will be listed in the CSPA Consumer
Products Ingredient Dictionary. We are not soliciting applications for common ingredients water or
ethanol, since these ingredient monographs are being added by CSPA’s Dictionary Nomenclature
Committee without applications. We are also not soliciting applications for custom fragrances.
CSPA will be working with custom fragrance suppliers to develop a fragrance monograph that will
define the custom fragrances that can be simply identified as “fragrance.”
The Dictionary project is being supported by fourteen product marketers that have provided
funding and appointed members to the Dictionary Nomenclature Committee, which will approve all
ingredient monographs. We also formed an Advisory Committee to provide numerous non-sponsor
marketers, ingredient suppliers and other interested members opportunity for input on the
development of the Dictionary, including the forms and instructions, as well as the policies and
procedures for handling applications, assigning names and approving monographs. These
companies have determined that having standard ingredient nomenclature that is openly defined is
an essential to maintaining control of our industry’s plans to provide information to consumers on
the ingredients in our products.

with an effective voluntary ingredient communication strategy that maximizes transparency while
protecting proprietary information that is critical to maintaining industry sales and innovation.
